Processing plants for vegetables in Jharkhand

(a) whether it is a fact that farmers have to sell vegetables at very low prices due to unavailability of
processing plants in the State of Jharkhand;

(b) whether it is also a fact that it has been decided to establish several plants, including pea processing
plants and Mega Food Parks, in Jharkhand for the preservation of vegetables produced in the State and to provide the reasonable price to the farmers; and 

(c) if so, the details of the progress made, till date, regarding establishment of these plants?

(a) to (c): A Central Sector Sche me – PRADHAN MANTRI KISAN SAMPADA YOJANA – (PMKSY) is being implemented for promotion and development of Food Processing Industries in the Country including Jharkhand. The various schemes implemented under PMKSY are (i) Mega Food Parks; (ii) Integrated Cold Chain and Value Addition Infrastructure; (iii) Creation / Expansion of Food Processing & Preservation Capacities; (iv) Infrastructure for Agro-processing Clusters; (v) Creation of Backward and Forward Linkages; (vi) Food Safety and Quality Assurance Infrastructure and (vii) Human Resources and Institutions.

PMKSY is a comprehensive package which will result in creation of modern infrastructure with efficient supply chain management from farm gate to retail outlet. Not only it provides a big boost to the growth of food processing sector in the country but also help in providing better prices to farmers and is a big step towards doubling of farmers income, creating huge employment opportunities especially in the rural areas, reducing wastage of agricultural produce, increasing the processing level and enhancing the export of the processed foods.

The Ministry of Food Processing industries does not setup any food processing industries/ units/projects on its own. It provides financial assistance in the form of Grant-in-Aid to the individual, farmers, Farmer Producer Organisations (FPOs), Entrepreneurs,  cooperatives, Societies, Self Help Groups (SHGs), Private Companies and Central/ State PSUs etc. under its various schemes for setting up of food processing industries/ units/ projects. The Scheme are not any region specific or State specific, but are demand driven.

Financial Assistances to the eligible applicant are provided against the Expression of Interest issued by the Ministry from time to time. A list of Food Processing units/ projects assisted by the Ministry of Food Processing Industries in the State of Jharkhand is at

(a) whether it is a fact that Government is taking steps to develop the infrastructure of Food Testing Laboratories in different parts of the country;
(b) if so, the details thereof; and
(c) the details of the current status of the Mega Food Parks in Jharkhand?

ANSWER

(a) & (b): Yes Sir. Ministry of Food Processing Industries, under the Scheme for Food Safety and Quality Assurance Infrastructure provides financial assistance in the form of Grant – in – aid for Setting up / Up gradation of Food Testing Laboratories. Under the Scheme, Central/State Government organizations/Government universities (including deemed universities) and all other implementing agencies/private sector organizations/universities (including deemed universities) are eligible for grant-in-aid as per the revised scheme guidelines w.e.f. 01.01.2017.

When the Ministry establishes/sponsors such food testing laboratories, there would be no ceiling on financial assistance. The grant-in-aid will be released in three installments in the pattern of 40%, 40% and 20%. The scheme is not state specific. Assistance under the scheme is provided for setting up / upgradation of food testing labs across the country. 

(c): The Government has approved one Mega Food Park in Jharkhand at Getalsud, Ranchi being implemented by M/s. Jharkhand Mega Food Park Private Limited. It has been established in an area of 56 acres at a cost of Rs. 114.74 crore. This project was accorded final approval on 30.03.2009. The Government has approved a grant-in-aid of Rs. 50.00 crore to the project and an amount of Rs.43.78 crore has been released till date. Total expenditure incurred on the project is approx. Rs. 116.13 cr. Six primary processing centres (PPCs) at Lohardaga, Gumla, Hazaribagh, Belchampa, Domcha and Patratu are also being set up by the park. Out of approx. 28 acres of land available for leasing to processing units, around 17 acres have been allotted. 7 sheds out of 12 sheds have also been allotted. The park has become operational on 15.02.2016. It is in the process to comply the conditions for release of final installment.
